Depends on your definition of 'dance' if you mean interperating music with bodily movement then you don't need to hear the beat to dance since that rhythmic structure is just one part of the whole thing.
There's the other side of the coin which is raised by many of the proponents that certain people can't dance because they can't interperating music with bodily movement BUT they can move their bodies to a rhythmic count!
Depends on you definition of 'dance' just like asking is dart/snooker/etc a sport.
